Born in 1945 Roger is married with 3 children and 4 grandchildren. He was educated at Fresno City College (AA Deg), Cal State Fresno (BS Deg), Post Grad Fellowship, J. F. Kennedy Scholl of Government, Harvard University. Military Service was from 1966 to 1994 retiring at the rank of Colonel. He then had a small farming business from 1994 to 2009 when he retired.
